Current relaying costs are ~3 $CANTO per day, relayers contribute to this total completely altruistically. Crowdsoucing relaying funding reduces relaying participation, speed, and reliability.
CosmosSDK has a feature called Feegrant designed to help resolve this exact issue. A Feegrant address can whitelist IBC relayers, allowing them to spend funds from the Feegrant account for IBC relaying transactions only. Opening up relayer participation to all validators, not just those who can burn thousands of dollars a month.
This proposal funds a 3/4 Feegrant multisig (Chandra Station, Cros-nest, Althea, Mzonder) that will approve any credible IBC relayer operator to use the shared pool of funds in the multisig for relaying.
If passed this proposal will fund the Freegrant multisig with 100,000 Canto to use for relaying
